It is the oldest page from management’s bargaining playbook: Lock out the existing workers and hire others to replace them. This is meant to intimidate the union workers who see others doing their jobs while they themselves have no income. [Workers on strike or who are locked out are not eligible for Employment Insurance benefits.]
It is management’s intention to “starve out” the union workers and economically force them to accept an inferior collective agreement. This is what is happening at Exhibition Place today. Replacement workers (traditionally known as “scabs”) are being shipped in from Quebec, the United States and elsewhere. They have no experience working at Exhibition Place and are not familiar with the buildings, equipment and safety protocols.
